Week 90: March 19 – 25, 2018

On 23 March 2018, BBM received a Notice from the PET informing the parties that the revision of ballots for Camarines Sur will commence on 2 April 2018.  The PET further stated that :

• there would only be forty (40) revision teams (instead of the original fifty (50) teams required by the tribunal;

• the parties could designate a maximum of ten (10) party supervisors and ten (10) counsels for accreditation provided that only two (2) supervisors and one (1) counsel for each of the parties shall be allowed in the revision area at any given time;

• the parties should submit the names, addresses and ID photos of their respective :

• fifty (50) party revisors

• ten (10) alternate revisors

• ten (10) party supervisors

• ten (10) party counsels

so they could be accredited by the Clerk of the Tribunal;

• the parties should strictly comply with the PET Revisor’s Guide;

• the parties should strictly observe the sub judice

The PET further resolved to :

1. Note the Letter of the Assistant Court Administrator and Chief of Public Information Office asking if the recount could be covered by the media. The Tribunal said that the recount was not open for coverage since only the PET’s representatives, the parties and their representatives are allowed inside the revision area;

2. Note the Letter of the COMELEC Division Clerk of Court in connection with some of the appealed cases in Salug, Zamboanga del Norteand Allow the COMELEC to continue with the proceedings;

3. Note the Letter of the COMELEC Division Clerk of Court relative to the election protest of Asmandun vs. Hajiri and Allow the COMELEC to continue with the proceedings;

4. Note the Letter of Atty. Jose M. Tolentino and Grant the request to borrow the Book of Voters currently in the custody of the PET provided that the same will not be taken out of the Tribunal’s premises;

5. Note the Memorandum of the Provincial Election Supervisor of Camarines Sur relative to the COMELEC’s Resolution directing him to secure authority from the PET and the SET prior to the removal of files and documents covered by the Precautionary Protection Order of the said Tribunals and to :

a. Authorize the transfer of documents and other election paraphernalia to the Office of the Provincial Treasurer during the repair and renovation of the Office of the Provincial Election Supervisor;

b. Direct the Provincial Treasurer of Camarines Sur to temporarily take custody of the said election documents;

c. Authorize the re-taking of the custody of the said election documents after completion of the repair and renovation of the Office of the Provincial Election Supervisor; and

d. Direct the Provincial Election Supervisor to inform the PET of the status of these activities.

6. Note the Memorandum of the Acting Administrative Officer on the hiring of various contractual personnel;

7. Note the Memorandum of the Acting Administrative Officer and adjust the rate of the Head Revisor to PhP 1,260.- per day and accordingly amend the Compensation of the Revision Committees under the PET Rules.

• to begin the manual recounting of votes for Camarines Sur, Iloilo & Negros Oriental
