On 19 July 2017, BBM filed a Manifestation with the PET informing them that he complied with their directive and timely filed his Comment to the Preliminary Conference Guides on 18 July 2017.
In his Comment, BBM objected to the suggestion that COMELEC be impleaded as a party because to do so would further delay the proceedings in his election protest. BBM also asked the PET to ADOPT his Comment and that the same form part of the records of the case.
On 20 July 2017, BBM received a Notice from the Office of the City Treasurer of Cebu City regarding the transmittal of the certain documents to the Senate Electoral Tribunal (“SET”) in relation to the election protest of Tolentino vs. De Lima.
On 21 July 2017, BBM received a copy of the Compliance and Urgent Motion from Robredo wherein she asked the PET to allow her to defer payment of the second installment amounting to Php 7,439,000.00.
BBM, on the other hand, dutifully complied with the 21 March 2017 Resolution of the PET by paying the second and final installment of Php 30,000,200 with the Clerk of Court on 10 July 2017.
After 55 weeks (or roughly 387 days), we are still waiting for the PET :
• to issue a Retrieval Order [per undertaking # 7 of 21]
• to conduct the manual recounting of votes [per undertaking # 11 of 21]
