Senator Ferdinand “Bongbong” R. Marcos, Jr. has lauded the vice governors for playing an indispensable role in the promotion of progress in the political and economic spheres of the country.
In his speech during the 60th National Assembly of the League of Vice Governors of the Philippines (LVGP), the Senator called on the vice governors to exercise strong leadership to rally their respective provincial councils behind innovative measures for the interest of their constituencies and the whole nation.
The LVGP invited the senator to be the special guest of honor for the convention held on May 29 in Baguio City, in his capacity as Chairman of the Senate Local Government Committee.
“As the presiding officer of the Sanggunian, the vice governor really guides the province through the passage of ordinances in compliance with the provincial policies,” Sen. Bongbong said, as he reminded the delegates that he was himself a former vice governor of Ilocos Norte when he was just 23 years old.
The Senator said one of the important tasks of the vice governor, as the head of the provincial council, is to lead the body in determining, among others, the investment plan of the province in terms of taxation and permit processes.
“How to handle things like the investments coming into the province is determined by the Sanggunian, which, of course, led by the vice governor as the presiding officer, at lahat ng mga activity tungkol sa investment,” he said.
Sen. Bongbong urged the vice governors to be more aggressive and visionary in defining the terms of specific measures, in line with the national policy, that are applicable to their respective provinces.
“Even if there is a national policy, but when it comes to specific policies within the province and ordinances that relate to the specific conditions of the province, then it is extremely important that the vice governor’s leadership be brought to the Sanggunian. This is the graduation from the national policy to specific policy in the provinces,” Sen. Bongbong said.
