QUESTION: Sir ano ang palagay ninyo sa naging resulta ng Senate probe sa DBP loan kay Mr. Ongpin?
SEN. BONGBONG MARCOS: Hindi naman tayo pwedeng makapag-conclude agad sa naging testimony ngayon dahil wala pa si Mr. Bobby Ongpin para magpaliwanag sa kanyang mga ginawa. So far, yung mga napag-usapan ay mukha naman standard practice ang mga ginagawa. Kahit nay un mga waiver na ibinigay--hindi lamang para dito sa transaksyon na ganito kundi may mga waiver na ganyan sa iba’t-ibang transaksyon. Titingnan pa natin, hindi pa kompleto ang testimonya kaya antayin yung darating na hearing sa susunod na lingo.
QUESTION: Sir, may sinabi ang COA na initially ay may nakikita silang para fraud or irregular?
Marcos: Ang kanilang sinabi ay inumpisahan nila ang imbestigasyon dahil sa report sa pahayagan (newspaper). Sa ngayon ay hindi pa sila makapagsabi kung talagang meron silang nakita, meron silang preliminary report o field report. Kaya tinatanong ko kanina kung kailan darating ang final report at ang sabi nila ay mga isang buwan pa. So wala pang conclusion ang COA. Antayin natin kung ano ang magiging report nila na final.
QUESTION: Sir ano ang point mo kanina bakit mahalaga sa inyo yun date?
SEN. BONGBONG MARCOS: Because we have to determine whether there is a political motive behind all of these investigation. If this was instigated, if this is part of a witch hunt or if it is part of a normal investigation process? That is why it is important to see what initiated the investigation in the very first place. It would seem that the COA was not able to fully explain why they undertook this investigation and that is something we need to determine so that we know whether or not the motivation behind this are truly to defend the government from any transactions that are prejudicial to the interest of government or there is a political color to what is being conducted.
QUESTION: Part of the reason ay lumabas daw sa newspaper...?
SEN. BONGBONG MARCOS: Yes in fact that is one of the reasons which is a little surprising to me because I did not imagine that COA initiated investigation solely on the basis of newspaper reports. That does not seem to be a sufficient basis for conducting an investigation. What comes out in the newspaper is not evidence, it can not be a basis of any conclusion. Again it is not clear to me what started this investigation and I believe it is important to know what started those investigations so that we know the nature of all these accusation and allegation that are being made.
QUESTION: Yun nabanggit na board resolution, what does it say?
SEN. BONGBONG MARCOS: I have not seen a copy of the board resolution. Kaya nga hindi maliwanag. Ang sabi galing sa dyaryo tapos sabi galing sa DBP board resolution. Pero hindi naman masagot kung kailan nagsimula. The person who decided to start the investigation should be able to give us at least the date. So we will look into the documentary record—the first memo that has been issued in relation to this to give us an idea of when the investigation begun. I raised the issue as I said to be able to determine what instigated the investigation. That is an important point that I think needs to be made and as yet ay hindi pa maliwanag. Hindi sila makapagpaliwanag ng mabuti kung papaano talaga ang nangyari. Maraming ibinibigay na katwiran pero hindi naman sila makapag-decide kung ano ang tunay na katwiran so the committee will have to work on documentary evidence to try and find out what it is.
QUESTION: Paano yun sir, witch hunting?
SEN. BONGBONG MARCOS: That is exactly what I am saying. Is this a witch hunt? If it is shown that it is a valid investigation then so be it. But we have to determine that.
QUESTION: Ang tingin nyo political motivated?
SEN. BONGBONG MARCOS: We don’t know. That is precisely what we are trying to determine if it is just politically motivated.
QUESTION: So you think dahil family friend ng mga Marcos si Mr Ongpin kaya iniimbestigahan? Ang sinasabi kasi sir eh dating trade minister, Marcos crony daw...?
SEN. BONGBONG MARCOS: Maybe. I don’t know. This is what we want to determine. Is that the reason why this is being investigated or not? And as I said the COA cannot give us straight answer as to what the true reasons are and whether it is instigated, and if so, when the investigation started.
