The Manila Times : Comelec launches mobile registration form app

QUALIFIED voters in remote and far-flung areas where there is no internet service or the signal is weak may now register with the Commission on Elections (Conelec) for the upcoming 2022 elections.

The Comelec on Tuesday launched a mobile registration form app (MRFA) to speed up the registration process in covered areas, using only an android smartphone using the link that would be provided to them by the Office of the Election Officer (OEO ).

The application, which is considered a breakthrough, was launched on Tuesday in Tagum City, Davao del Norte.

During the launch, Comelec Commissioner Marlon Casquejo disclosed that the application was conceptualized by his office "at no cost to the government."

He pointed out that the app is only applicable to 500 pilot areas where qualified voters have no access to the internet either because of very weak signal or there is no service at all.

"But we will certainly provide access to other areas upon the request of the election officer," Casquejo said in a virtual press briefing.

The pilot experiment, Casquejo added, would be used until the end of registration on September 30.

"The launch of the mobile app is very timely in the face of mobility restrictions brought about by Covid-19, because you will only need a smartphone to accomplish the form. This will save time, effort and money that will otherwise be spent on going to a computer shop to download and print the form, or getting the form at the local Comelec to fill it out manually," Casquejo said.

"A QR Code is generated upon successful accomplishment of the form. You must save the QR Code on your smartphone, and afterwards, you may visit your local Comelec office to have your QR Code scanned and your biometrics taken," Casquejo added.

The Mobile Registration Form App is downloadable through the link, bit.ly/MobileFormApp.

It can also be shared offline from one Android smartphone to another through SHAREit or any other file-sharing application. Once installed, the user may already apply for voter registration without need for internet connectivity.

To use the Mobile Registration Form App follow these steps:

  1. Open the mobile app, and tap "Get Started."
  2. Select the desired type of application and tap "Proceed."
  3. Input all the necessary personal information.
  4. Confirm your personal information by ticking the checkbox.
  5. Tap "Generate QR Code" and "Save" to save it in your phone gallery.
  6. Bring a valid ID upon visiting your local Comelec office for your QR Code scanning.
