Sen. Bongbong Marcos, Jr. was guest of honor at the opening ceremonies of this year's season of the Philippine Association of State Universities and Colleges (PASUC), State Colleges and Universities Athletic Association (SCUAA), Region 1, which was held at the Don Mariano Marcos Memorial State University (DMMMSU) in the City of San Fernando, La Union on 5 December 2010.
He received warm welcome from no less than La Union Governor Manuel C. Ortega and former Vice-Governor Amparo M. Aspiras, as well as the throng of teachers, student athletes and participants. Addressing the crowd, Senator Bongbong emphasized to the student athletes the importance of sports and athletic activities in the academic institution since the combination promotes the ideal, "a sound body and a sound mind". To the teachers, the Senator tried to instill hope as he mentioned the ongoing review in the Senate Committee on Urban Planning, Housing and Resettlements of the bills proposing the establishment of a national housing program for public school teachers.
On seeing a group of students' banner bemoaning budget cuts of the State Universities and Colleges (SUCs), Senator Bongbong assured the crowd that there is still hope in the increase in the budget of the SUCs, as he had already initiated efforts to that direction. A few days earlier, Senator Bongbong filed with the Senate his proposed amendments to 2011 national budget, wherein he proposed a substantial cut in the DSWD's controversial Conditional Cash Transfer Program and a corresponding augmentation of the budget of the SUCs.
