TV interview with Mayor Rodrigo Duterte of ABS-CBN – Davao for the program “Gikan sa Masa, Para sa Masa”
Mayor Rodrigo Duterte: Welcome to this show Senator.

Geraldin: Sir, If I were to ask you, what is your position or what is your take on federalism?
Sen. Bongbong: Federalism, I think as a political theory it’s a very good one. Dahil unang-una ang sinasabi pagka federalism, kinakalat mo ang power center, ibigsabihin maraming power center sa bawat state, probinsya, o region we have to call it at kahit magka problema sa isang lugar hindi ibigsabihin babagsak lahat, magkaka problema sa lahat. Pagka the power is centered in Manila kagaya ngayon, pagka may problema sa Maynila yung buong bansa apektado. And beside that may recognition na ang bawat lugar ay iba this are all individual, with a different needs, with a different concerns, with a different capabilities, assets, and whatever. And so you have to treat each one differently and the best people who can determine what is needed on that locality… Those are basic theory in federalism, I think it will be a good discussion, I think It’s about time we turned to that. Nag simula na tayo. Entering na tayo regional ang representation pero hindi natuloy ‘yun, so it’s time to … tignan natin kung babagay dito para sa Pilipinas.
Geraldin: Napag usapan po namin about constitutional amendment, if ever there will be a chance na amendahan o baguhin ang constitution, will you support the change of the form of our government to federalism?
Sen. Bongbong: Yes certainly, first of all we have constitutional amendment that is necessary… Not because the concept was wrong but because the passage exchange, and the situation exchange, but I was listening earlier… once the constituent assembly spoke to order any member of that constituent assembly can stand up and speak about the subject . So pag nag open ng subject, wala ka nang magagawa basta it is already in session. It’s the question that really has to know if we can find… sabihin natin mayroon tayong mahahanap na paraan pag uusapan lang talaga ay economic provisions baka kung ganon ay mas maganda ‘yun, but still we don’t have that yet. Kasi kung maaalala ninyo yung batas para mag amyenda… Enabling Law na tinatawag, the constituent of the assembly is the body that will change that but there is no Enabling Law, therefore there is no rooms pa , wala pa tayong laws kung papaano gagawin at ang pinag debatehan ng matagal noong panahon ni GMA is kung boboto ng sabay yung House at tsaka yung Senado. Syempre yung Senado gustoing hiwalay, yung iba sainasabi na dapat sabay-sabay.
Geraldin: So sa pagkakataon pong ito marami pong usaping higgil sa pag babago ng constitution, so far none has succeeded. Do you think the next president should focus or that should be the priority of the next president?
Sen. Bongbong: Whatever it is, if the next president will do that, he or she must do it very early. Start the process on the first year, not in the last…
Geraldin: Do you agree with that?
Duterte: Yes! The next president must embrace federalism otherwise he cannot take off. So ang problema niyan ay hindi for him to like of dislike ang military o federal, but weather if it can happen. Because that body created by law or proclamation with the representative because we elect delegates who will take.
Geraldin: So it is not congress who will do amendment.
Duterte: Andyan na kasi yung Congress.
Geraldin: And para sayo narin Senator…
Sen. Bongbong: I agree. There are three methods, the voting of, then there is constituent where the houses of congress, then there is a constitutional convention. The constitutional convention probably the most representatives elected… and so pwedeng mangampanya, pwede din nilang sabihin kung anong gusto nilang gawin bilang naka upon a delegado sa constitution convention ay malawinag sa tao kung ano ang binoboto nila, maliwanag what will they expect from the delegate.
Geraldin: Ok, Senator… ano ba ang inyong mg apolitical task?
Sen. Bongbong: Una sumusunod lang ako kay Mayor Duterte, he is my mentor in politics. Ako’y taga hangga lang.
Duterte: … hindi ko tuloy malaman dito kung sinong tatakbong president, siya o ako.
Sen. Bongbong: Anyway, let’s leave it to the commentators speculate.
Geraldin: Ok ba ang tandem kung kayong dalawa?
Duterte: Alam mo … isa lang kasi ‘yan, senatorial is a war of faith, but itong presidency, one on one ito, so who ever reaches the thrown there must be the chosen one of God.
Geraldin: So if ever, it’s possible?
Duterte: … vice president o siya lang, or it could be ping, marami…
Sen. Bongbong: Marami, marami pang lilitaw dyan, maaga pa. Unussual itong politoical cycle natin ngayon, eh. Usually by this time maliwanag na kung sino yung malakas , kung kaninong partido ka naka alyado, ngayon wala, eh. Its’ hard…
Geraldin: But you are very much open to the possibility of the higher positions on 2016?
Sen. Bongbong: I always follow my fathers suggestion, “Keep the options open.” So that’s what I’m doing.
Geraldin: So possible nga?
Sen. Bongbong: It is politics, in politics “never say never”, I think the Mayor will agree with me.
Duterte: … the adviser will just adopt the …
Sen. Bongbong: It’s good advise mayor.
