Transcript of Interview of Senator Ferdinand “Bongbong” R. Marcos , Jr. – Marawi City
Sen. Marcos: It has been a very extremely useful hearing and I am very happy that the committee came to Marawi City this afternoon. It is clear that the constituency of the ARMM have very strong opinions while some have a singular view on this matter. However, this hearing will help us clarify many of the issues that continue to confront us.when the issue ot the postponement of the ARMM elections is brought up together with appointment of OIC as well as the ideas of holdover officials and finally the the proposed synchronization of ARMM polls with the 2013 midyear elections.
It seems to me that the issue still—the most contentious one- is that of the appointment of OICs. Because first, there is the legal question as to whether or not the President has the power to do so. It is precisely because of the importance of that question that we had to hold a hearing on the constitutionality and the legality of that question of appointment.
Secondly, whether or not, the autonomy that everyone here has recognized is an important part of the recognition of the ARMM and their right to self-determination. Then also whether there is the question or not the postponement of elections and the appointment of OIC officials by the palace is a weakening or an undercutting of the autonomy that the people of Muslim Mindanao had fought so hard for.
There are many new arguments that have been brought up this afternoon and as i said we have a great deal to think about and a lot to discuss and digest. And perhaps we have given enough time and opportunity to all those that wanted to speak out on either side of the issue. I think we have achieved much today. Perhaps the last group that we need to hear from is the Executive Branch of government so that they can explain exactly why they had made this proposal to postpone the ARMM elections
Question: So may hearing pa sir?
Sen. Marcos: Mukhang magkakaroon pa ng hearing and we will ask the political advisers of the President what the discussions were that brought about this proposal which they had put before us through the lower House and in the Senate.
Question: Pero sir, nagsimula na yun filing ng COCs, sa tingin nyo may oras pa po ba kung may isa pang hearing?
Sen. Marcos: Kahit naman nagpa-file hindi naman ibig sabihin na matitigil na ang trabaho ng Senado. Kung halimbawa—kung hindi maipasa ang batas eh di tuloy ang halalan. Kung maispasa naman ang batas at mag-postpone, kahit kailan pwede pa naman mag-postpone. Ang gagawin lamang ng Comelec ay ititigil nila yun kanilang ginagawang paghahanda sa darating na halalan. So either way, these discussions are still very relevant and very timely. To those involved here today, ang aking pangako sa kanila ay asahan nila na ang komite ko—bawat salita na aming narinig dito ay pakikinggan namin at isasama namin sa aming diskusyon at paggawa ng aming final committee report.
Considering that the decision as to whether or not to postpone the scheduled ARMM elections still hangs in the balance, I would strongly advise those who are prospective candidates to file.
Question: Sir; Kailan kaya maglalabas ng committee report?
Sen. Marcos: We will try to schedule the final hearing. Mabilis lang yun, sa Manila lang yun, saka ang resource persons seguro tatlo lang. Sina Secretaries Llamas, Robredo and Deles.
Sa ngayon wala pang ipinapakita sa amin na sistema o pamamamaraan upang matiyak na ang mapipili naman ay unang-una taga-rito sa ARMM. Pangalawa, nakakaunawa ng mga problema ng ARMM. Pangatlo, may kakayahan at may leadership dahil ang nabanggit sa hearing na ito na kapag ang na-appoint ay hindi tinatanggap ng tao dito—they will not recognize those appointed leaders kaya napahakahalaga na tama ang maging pag-pili kung sakaling mag-aapoint sila.
Sa ngayon hindi natin malaman kung magiging tama o mali dahil walang ipinapakita pang sistema kung ano ang mga qualifications? kung sino ang magdi-decide? Kung may komite ba o kung si Presidente lang ang pipili. Yan ang isa sa mga punto na lumabas dito sa hearing na ito. Kaya babalikan natin ang mga adviser ni Pangulong Aquino at itatanong natin sa kanila itong mga kwestyon na itinatanong ng mga taga-ARMM.
Question: Ano kaya ang magiging laman ng rekomendasyon ninyo?
Sen. Marcos: Tatlo ang isyu. Unang-una, postponement. Pangalawa, yun appointment ng OICs. Pangatlo, yun synchronization. Ang pinaka-mainit na isyu ay yun appointment. Hindi lamang sa politika may kwestyon tungkol sa appointment kundi sa legal na usapin kung ibinibigay sa pangulo ang power to appoint the OIC. Kung maaalala ninyo yun ating hearing on the constitutionality or on the question of legality ay napakarami pa ang magiging debate tungkol sa isyu na yan.
