Senate approves on second reading the conversion of San Pedro, Laguna into a component city
The Senate has approved on second reading House Bill No. 5786, which seeks to convert the municipality of San Pedro, Laguna into a component city of the province.
Senator Ferdinand “Bongbong” R. Marcos, Jr., chairman of the Senate committee on local governments, endorsed the approval of the bill.
“The municipality of San Pedro, having satisfied the income and population requirements, is qualified for the conversion to cityhood,” Marcos said in his speech reporting his committee’s findings on the proposed measure.
“Your Committee believes that such conversion would translate into an efficient local governance, that would mean development, prosperity and better quality of life for its people,” he added.
He noted that with prudent and sound fiscal policies, San Pedro posted an average income in 2009 and 2010 of P106,081,555.44, exclusive of its Internal Revenue Allotment (IRA).
Marcos said that as certified by the Bureau of Local Government Finance (BLFG), San Pedro’s income once it is converted to a city would stand at P556,987,783.57, which is still way above the P20 million annual income requirement under the law.
Comprising of 20 barangays, the municipality of San Pedro is the most populous among the municipalities in the province of Laguna and has 294,310 inhabitants based on the 2010 census of the National Statistics Office.
The Local Government Code of 1991requires a population of not less than 150,000 for conversion of a municipality into a component city.
While San Pedro, with a total land area of 24.05 square kilometers, do not meet the 100 square kilometers minimum land area requirement under the code, Marcos said it remains qualified for conversion into a component city.
He noted that Section 450 of the Local Government Code of 1991, as amended by Republic Act No. 9009, expressly provides that the requisites for the conversion of a municipality to a component city are income and, territory or population, but the last two elements are alternative in nature.
