Sponsorship Speech for the conversion of the municipality of General Trias into a component city of Cavite
Thank you Mr. President.
Mr. President, distinguished colleagues, today, it is my honor, as Chairman of the Committee on Local Government, to sponsor Committee Report no. 125 containing House Bill no. 4769 which seeks to convert the municipality of General Trias into a component city.
The Municipality of General Trias, which is historically known as San Francisco de Malabon, is currently a first class municipality in the province of Cavite.
From an agriculture-based locality, it has evolved into a progressive municipality with a steady growth of industry and real estate development.
Aside from the registered residential subdivisions comprising the Municipality, General Trias likewise hosts eight (8) relocation/resettlement projects intended for incoming residents displaced from various areas.
The 2010 census of population and housing of the Philippine Statistics Authority shows that General Trias has a total population of 243,322. As certified by the Bureau of Local Government and Finance, the average annual regular income for calendar years 2012 and 2013 based on the year 2000 constant prices, exclusive of internal revenue allotment, special funds, transfer and non-recurring income is Php 235,552,603.32.
This is above the one hundred million peso income requirement under republic act 9009, amending section 450 of the local government code.
The conversion of the Municipality of General Trias into a component city will not reduce the income of the province of Cavite to less than the minimum annual income requirement of P20 million.
As certified and attested to by the Bureau of Local Government and Finance, the income of the province of Cavite is Php 643,898,671.60 which is above the minimum income requirement for a province.
However, based on the certification issued by the land management Bureau, General Trias has a total land area of 9,001 hectares or 90.01 square kilometers.
This is less than the minimum land area requirement under republic act 9009, which enact sub section 450 of the Local Government Code or Republic Act 7160, which is at least one hundred (100) square kilometers.
It is noteworthy however to state that the requirements for the conversion of a municipality to a component city under Republic Act 9009 are income and, territory or population, the last two elements being alternative in nature.
The Municipality of General Trias, having satisfied the income and population requirements, is qualified for the conversion to cityhood.
If converted into a city, the present elective officials of the Municipality of General Trias shall, still, continue to exercise their current powers and functions until such time that a new election is held and the duly elected officials shall have already qualified and assumed their offices.
In the same vein, appointive officials and employees of the municipality shall likewise continue to exercise their current functions and duties and they shall be automatically absorbed by the city government of the city of General Trias.
It is for this reason that as chairman of the Committee on Local Government, I earnestly request this August Chamber to join me in approving Committee Report no. 125 for the cityhood of the Municipality of General Trias, Province of Cavite.
