DICT to present proposed alternative automated election system

20 June 2019 — The Department of Information and Communications Technology (DICT) is set to present its proposal for an alternative automated election system this Friday, 21 June 2019.

As instructed by President Rodrigo Duterte to come up with a new election system, Acting Secretary Eliseo M. Rio Jr. said the Department is ready to suggest to the Commission of Elections (COMELEC) new automated election concepts that could replace the current system.

“Our proposal is anchored on making the elections more credible and transparent,” Rio, who is also the chair of the COMELEC Advisory Council (CAC), said.

Part of DICT’s proposal is to integrate an Optical Character Recognition (OCR) software technology in the system, which will be conceptualized in the demonstration.

Rio added the concept was proposed due to the number of objections and suggestions from concerned citizens against the automated election system of Smartmatic.

“We will continue to study this so that we can know what to improve and hopefully, be adopted in time for the 2022 Elections,” Rio said. The DICT chief said the proposal will be submitted to the COMELEC for their consideration.
