Ariel Ayala: Magandang Umaga at welcome sa Kapihan sa Manila Diamond Hotel. At sa pangalan ni Neal Cruz, eto po ang inyong lingkod na si Ariel Ayala. Of course ang ating panauhin narito po si Senator Bongbong Marcos, Congressman Bongchi Tinio, retired General Leocadio Santiago, na siyang pinuno once upon a time nang Special Action Force na naging controversial nung panahon ni GMA, hinalaang nag coup d etat pero nag carry on at naging head ng SAF sa maikling panahon nang panahon ni Pangulong Aquino. Simulan natin sa isang mainit na tanong, Senator Bongbong, meron pong kumalat na mga balita, actually hindi balita, allegedly it’s a taped conversation between you and Secretary Ging Deles. Totoo po ba yon?

Sen. Bongbong: Unfortunately, I have to say totoo, dahil nung una I was out of town, noong una naming nabalitaan nung Byernes, I was in a place na walang internet pero pina confirm ko sa staff ko, sabi ko pakinggan niyo kung ano ba talaga yan. Ako nga ba ang nandyan sa tape. Sabi nila ikaw nga at saka we can identify precisely the meeting between you and Secretary Ging Deles on the Monday, the 26th, actually ongoing pa yung Mamasapano incident, right after the hearing chaired by Senator Miriam on the constitutional issues on the BBL. So tinawagan ko kaagad si Secretary Deles and I apologized to her that I was not able to provide security in my office. We are still trying to verify kung saan nanggaling yung tape, sino ang nag record.

Nung araw na yon, kasi nga magulo, that’s why hindi sarado ang pintuan. In fact it was an instant meeting. Nang matapos kami kay Senator Miriam pinuntahan naming si Secretary Deles at sabi niya pwede ba tayo magusap. Sabi ko sure, when you are finished at may mga gagawin pa raw siya. So I said pagtapos mo puntahan mo ako I will be in the office. I was meeting with other people. In fact, I was in the middle of another meeting, pinalabas ko muna yung mga tao para pumasok siya, but they were, nasa labas lang sila. It could have been anybody in those but we are still trying to find out, dahil ha hindi naman tama na, we cannot conduct some of the business of government if we cannot count on some discretions, hindi naman tama yung pagkarecord at mas lalo pa yung pag release. That is an unfortunate thing but again it is just a meeting that we were trying to look for the way forward. Kasi nagsimula sa baba, tinanong ko lang kay Secretary Deles nasaan si Chairman Iqbal kailangan naming magusap at kailangan nating malaman kung ano ang dapat natings gawin dito. That was the circumstance surrounding that. That is an unfortunate breach of security in my office, for that I apologize.

Ayala: Does it follow na inimbestigahan lang ninyo galing sa inyong opisina o pwedeng taga labas?

Sen. Bongbong: Ay hindi galing sa amin dahil hindi kami nagrerecord ng, we don’t ever do that. There’s no reason for us to do that at wala kaming mga recording equipment. Pinapag aralan sa quality ng audio somebody with a telephone. But again it could have been anybody. Siguro naman malakas ang kumpyansa ko yung staff ko, kung sakali man may ganun e magtatanong muna sa akin yon bago irelease. But so far I have asked everybody who was there, but wala namang nagrecord doon so, it could have been, pasok labas ang mga tao noon e and the door was not closed. There were reports na it was a secret meeting, it was not a secret meeting. We were in the middle of a meeting, the secretary came in. People were standing around and they were talking. That was it kaya medyo. In retrospect dapat nga siguro sinaran naming yung pintuan para hindi nangyari ito. That’s what happened.

Ayala: After this incident, yung nagleak yung secretly-taped but not so secret conversation, anong ginawa niyo, nag security measures like debugging or what have you?

Sen. Bongbong: Actually yung sa offices naming madalas naming pa sweep yan e just to make sure there are no recording devices or listening devices galing sa labas. So regular yon. So far wala namang resulta. We have come to the conclusion that talagang may isang tao nag-on ng kanyang cellphone at saka medyo malayo e. So I am trying to get some of the sound experts to tell me what was the distance, how far were they relative to the secretary and I so we could have some kind of ah. And then yung sourcing, kung sino ang nag release at nagpadala sa Manila Times, kay Carmen Pedrosa etcetera etcetera. So that’s another line of investigation we are undertaking talaga. Nakakagulat din e dahil now, suddenly you don’t feel secure in your own office which is hindi naman pwede yon. As I said we cannot conduct any business sa government in that kind of atmosphere.

Ayala: Can you recall hundred percent ano ang napagusapan niyo ni Secretary Deles noon at sa palagay niyo ba may sekreto na lumabas?

Sen. Bongbong: Hindi, ang aming pinagusapan maliwanag, ano ngayon ang gagawin natin, yun ang sabi ko sa kaniya. How can we move this forward because this is something that happened? My main point really to talk to Secretary Deles is saan si Chairman Iqbal, kailangan siya magpakita, kailangan nating pagusapan ito at kailangang mapag explain natin ang magkabila. The MILF must explain what is going on? The PNP SAF and the AFP has explained what happened to them. So kailangan nating malaman lahat nito e. As you can tell from the recording yung mga numbers hindi pa very accurate dahil that was Monday morning pa lang hindi pa lumalabas ang tunay na numero. Exactly what the events were, were not also entirely accurate only because partial pa lang ang info namin so. Yun lang naman ang, kung meron mang agenda yung meeting na yon ay what really happened and how do we move forward, that was really my intention for that meeting.

Ayala: Senator kung wala naman palang exciting information na nacapture nung pagkakatape ng conversation, could be the taping of that conversation is the message for you? Parang may nagpaparating sa inyo ng mensaheng ingat ingat ka, nasusundan ka naming?

Sen. Bongbong: Well kasama na rin siguro yon. But that is a constant part of a, I suppose some form of a security threat in terms of yun na nga, may recording or even something more extreme. So far, I think, ako I am trying to put good face on it, pero para sa akin it is just somebody who happens to be there and was privy to this meeting then he decided to tape. But why he decided to release it, I don’t know because the effect is nothing. Wala naman doon sa sinabi ko na hindi ko sinabi paulit ulit in the following two and a half weeks. The same thing with the secretary, there is nothing she said there that she did not repeat for the next two weeks after. So there is no great revelation.

Ayala: So pwede nga yung ganung punto na, the message is for you? It’s not for us the public?

Sen. Bongbong: Well, message received. I’ll be more careful next time.
