Digital signatures are personal identification numbers assigned to members of the Board of Election Inspectors (BEIs) to identify who among them is operating a vote-counting machine.
“The digital signature cannot be implemented yet because we lack technical people,” Information and Communications Technology acting Sec. Eliseo Rio told members of the Joint Congressional Oversight Committee on the Automated Elections.
“We got a Korean consultant but there was not enough time to have it for the 2019 elections. Moving forward, we would definitely have it in 2022,” he said.
The incorporation of digital signatures in the election system will cost the government some P500 million, Commission on Elections chair Sheriff Abas said.
