Ilocos Norte representative and senatorial candidate Ferdinand “Bongbong” Marcos, Jr. shared his vast knowledge of local government unit (LGU) in a lecture on National Development and National Security on Thursday at the Armed Forces of the Philippines-Command and General Staff College in Camp Aguinaldo.
He focused his lecture on the subject of strengthening local revenue generation and resource mobilization by LGUs for their own effectiveness and development.
Marcos divided his lecture into three parts – the constitutional and legal framework for LGU resource mobilization; local government taxation and other revenue resources; and the progress of devolution and capacity building in Philippine LGUs.
His experience in public service made Marcos an effective lecturer on the subject. although he’s admittedly no longer familiar with the language and practices of the academe.
He has served as governor of Ilocos Norte for nine years and is currently on his second tour of duty as representative in the Lower House.
Marcos believes that the empowerment of LGU is critical for the success of the national government.
