BBM calls for full protection of national ID users against identity theft

CITING the importance of a national identification system for the faster and more efficient delivery of basic services to the people especially during emergency situations, presidential bet Ferdinand ‘Bongbong’ Marcos Jr. is however calling on the government to ensure that the public be provided ample protection against identity theft and other forms of cybercrimes.

This developed as Marcos clarified that he strongly supports the Philippine Identification System Act (PhilSys) signed by President Rodrigo Duterte on August 6, 2018.

He said that if all government-issued IDs such as SSS, Postal ID, GSIS, driver’s license, PhiHealth and others can be unified, it will speed up transactions in all public and private offices.

Marcos said he first saw the importance of National ID in the distribution of aid under the government’s Social Amelioration Program (SAP) during the pandemic, during which delays and confusions could have been avoided had the system was already in place.

He noted that since it has only been more than a year since the application for the National ID had started, a huge segment of the population is yet to avail of the same.

“Pero kapag lahat tayo ay may National ID na, madali na para sa gobyerno ang pamamahagi ng ayuda at madali ring makilala ang mga kababayan nating dapat tumanggap ng ayuda,” said Marcos.

However, Marcos expressed concern over reports that the National ID card lacks all necessary security features that would prevent criminal elements from stealing the holder’s important and sensitive personal data.

This, even after one of BBM staff discovered that the QR Code on the back of the National ID card can be read by anyone or any mobile phone.

Marcos is aware that the production of such an ID card is still in progress, but its specification must include the guarantee that no one will be able to obtain the personal information of the citizens.

Instead of a QR code, he said, it would be better to have RFID and ensure that only proper authorities have access to it.

“Marami na tayong bagong technology ngayon, baka puwedeng mas epektibo at mas secured pa,” he added.

Marcos is concerned that the national ID could trigger a spike in cases of identity theft due to insufficient security system.

Identity theft or identity fraud is a type of crime in which an impostor steals, imitates or copies an individual’s personally identifiable information such as SSS ID or other government IDs.

This stolen information can be used to forge credit cards, purchase and borrow items using an assumed identity.

It is also possible for an innocent individual to be involved in a crime he/she did not commit if the cybercriminal will deliberately use stolen information to mislead the authorities.

NANAWAGAN sa pamahalaan si Partido Federal ng Pilipinas (PFP) presidential candidate Ferdinand ‘Bongbong’ Marcos Jr. na tiyaking mabibigyang proteksyon kontra ‘identity theft’ ang lahat ng kababayan nating nag-a-apply ngayon para sa bagong National ID system.

Nilinaw ni Marcos na suportado niya ang Philippine Identification System Act (PhilSys) na pinirmahan ni Pangulong Rodrigo Duterte noon pang Agosto 6, 2018.

Napakahalaga aniya nito dahil kung mapag-iisa ang lahat ng mga ID ng pamahalaan tulad ng SSS, Postal ID, GSIS, driver’s license, PhiHealth at iba pa ay mapabibilis ang transaksiyon sa gobyerno at sa ganoon ay maibibigay din sa mga mamamayan ang mas maayos na serbisyo publiko.

Sinabi ni Marcos na unang nakita ang kahalagahan ng National ID  sa pamamahagi ng ayuda  sa ilalim ng ‘social amelioration program’ (SAP) ng pamahalaan nitong panahon ng pandemya.

Dahil halos mahigit isang taon pa lang na nag-uumpisa ang pagtanggap ng aplikasyon para sa National ID ay karamihan sa mga Pilipino ang wala pa nito hanggang sa ngayon.

“Pero kapag lahat tayo ay may National ID na, madali na para sa gobyerno ang pamamahagi ng ayuda at madali ring makikilala ang mga kababayan nating dapat tumanggap ng ayuda,” wika pa ni Marcos.

Gayunman, nagpahayag ng pagkabahala si Marcos sa natanggap na ulat na hindi pa tiyak na mapoprotektahan ang seguridad at pagkatao ng mga mamamayan na may hawak ng National ID card sa ngayon.

Mismong mga staff nito ang nakadiskubre na ang QR Code na nasa likod ng National ID card ay kayang basahin ng kahit sino o kaninong mobile phone.

Batid ni Marcos na ‘nanganganay’ pa ang paggawa ng naturang National ID card, ngunit dapat kasama na aniya sa ‘specs’ (specification) nito ang katiyakang hindi  basta-basta makukuha ng kahit sino ang mga personal na impormasyon ng may tangan nito.

Sa halip na QR code, mas mabuti aniyang naka-RFID at mas dapat masiguro na mga ‘proper authority’ lamang ang may access dito.

“Marami na tayong bagong technology ngayon, baka puwedeng mas epektibo at mas secured pa,” sabi pa niya.

Nangangamba si Marcos na posibleng maglipana ang kaso ng identity theft na malaking panganib sa lahat dahil sa kakulangan ng seguridad sa National ID.

Ang identity theft o identity fraud ay isang uri ng krimen kung saan ay ninanakaw, ginagaya o kinokopya ng isang impostor ang ‘personally identifiable information’ ng isang indibiduwal tulad ng SSS ID o iba pang government IDs.

Ang mananakaw na impormasyon ay maaaring magamit sa pamemeke ng credit cards, pagbili at pangungutang ng ilang kagamitan gamit ang isang ninakaw na pangalan.

Posibleng masangkot din sa isang krimen ang isang indibiduwal kahit hindi niya ito ginawa na sadyang ginamit ng kriminal upang iligaw sa impormasyon ang mga awtoridad.
